Gary Kienlen joined MBK Engineers in 1988, and currently provides assistance to the Water Rights group. Gary was formerly a Principal at MBK, and has over 20 years of experience in California water resources engineering. Gary has prepared water right applications and change petitions together with associated maps and related documentation for various project types and sizes. He has also prepared and reviewed Water Availability Analysis required by the Division of Water Rights for obtaining water right permits. Over the years, Gary has provided support for numerous water transfer agreements and programs. Additionally, he has experience surveying Delta Islands, including the identification of all facilities and inspections of physical characteristics affecting the integrity of the levee system.
On behalf of clients, Gary frequently assists the Water Rights team by preparing reports for submittal to FEMA; gathering, researching, and documenting data during and after flood events for the purpose of determining flows; and monitoring water surface elevations and the extent of any associated flooding. As part of his duties, Gary provides evaluations of methods and costs associated with flood events when required.
